Berlin, March 22, 2023 – Tegel Projekt GmbH will once again be run by a dual leadership team. Frank Wolters, former Managing Director of Paderborn Economic Development, will lead the state-owned company together with Gudrun Sack from April 2023. This was decided unanimously by the Supervisory Board in December 2022.
On April 1, 2023, Frank Wolters will take up his position as Commercial Director of Tegel Projekt GmbH alongside Gudrun Sack. The focus of his work will be on marketing, real estate, digitization and finance, among other things. Since the departure of Prof. Dr. Philipp Bouteiller at the end of March 2022, architect Gudrun Sack has been the sole managing director.
In his six years at the helm of Paderborn’s municipal business development agency, Frank Wolters had provided important impetus for Paderborn’s positive development in the course of restructuring and, in particular, advanced topics such as innovation, digitalization and sustainability for Paderborn as a business location. As sole managing director since 2018, he has additionally been responsible for the expansion of the Paderborn Technology Park and the planning of a new technology quarter as an innovation location.
Wolters is active in numerous advisory boards and committees: among others, as a member of the Founders Foundation (Bertelsmann Foundation), as a representative of the Federal Association of Innovation and Technology Centers (BVIZ), and as a member of the German Association of Business Development and Development Companies NRW (DVWE). In addition, he taught from 2014 to 2018 at the International Business Academy IBA in Cologne in the field of “Location Factors and Urban Development in English-Speaking Countries”.
At Tegel Projekt GmbH, Wolters wants to focus specifically on settlement management and the further development of digital structures and intelligent value chains. The conditions for the University of Applied Sciences to move in are to be created just as quickly. Wolters sees the promotion of research and teaching as an important basis for taking the development of Berlin TXL to the next level.

Tegel Projekt GmbH is developing the areas of the former Tegel Airport into an innovation park for urban technologies on behalf of the State of Berlin: Berlin TXL – The Urban Tech Republic and a smart residential quarter: the Schumacher Quartier. The state-owned company employs almost 80 people who are involved in planning the building construction and the technical, energy and transport infrastructure, as well as marketing and communicating the project to the public.
